Building a systematic framework for informed biodiversity decision-making.

Project Overview
AVARI supported Pertamina Hulu Energi in developing a Preliminary Assessment Framework for Biodiversity Action Plans (BAP) to establish a systematic mechanism for determining whether a project or operational site requires a BAP. The framework integrates biodiversity baseline conditions, potential project impacts, regulatory requirements, ecological sensitivity, and corporate biodiversity commitments to support consistent and evidence-based decision-making across different project contexts.

Our Approach

  • Biodiversity & Site Context Screening — established an initial screening approach considering biodiversity conditions, protected areas, sensitive ecosystems, and areas with significant socio-economic and cultural values.
  • Potential Impact Assessment — incorporated the identification of potential project-related impacts on biodiversity as part of the preliminary assessment process.
  • Regulatory & Sustainability Review — evaluated applicable regulations, permitting requirements, third-party requirements, and relevant corporate biodiversity commitments.
  • BAP Requirement Classification — developed a structured decision framework that classifies the need for a Biodiversity Action Plan into four categories: Mandatory, Necessary, Consider, and Not Required, based on defined assessment criteria.

Project Outcome
The project provided Pertamina Hulu Energi with a systematic preliminary assessment framework to support consistent decisions on the need for Biodiversity Action Plans across its projects and operational areas. The framework strengthens the integration of biodiversity considerations into project planning and supports regulatory compliance, sustainability commitments, and corporate biodiversity objectives.
