Addendum Environmental Impact Assessment for FSRU Regasification System

Project Overview
AVARI supported PT Freeport Indonesia in the preparation of a Type B Addendum to the ANDAL and RKL-RPL for a proposed modification to the regasification process of the Floating Storage and Regasification Unit (FSRU) in Mimika, Central Papua. The assessment addressed the planned transition from a closed-loop to an open-loop regasification system, providing an environmental assessment basis for evaluating the proposed operational change and its implications for environmental management and monitoring.

Our Approach

• Project Change Assessment — reviewed the proposed modification to the FSRU regasification process and identified changes relevant to the existing environmental approval and management framework.
• Environmental Baseline Review — evaluated relevant environmental baseline conditions to establish the context for assessing potential impacts associated with the proposed operational change.
• Environmental Impact Assessment — assessed potential environmental impacts arising from the transition from closed-loop to open-loop regasification and evaluated their significance within the project context.
• Environmental Management & Monitoring — developed appropriate environmental management and monitoring measures through the updated RKL-RPL framework to address impacts associated with the proposed modification.
• Environmental Approval Support — prepared the technical and environmental documentation required to support the Addendum ANDAL and RKL-RPL process and alignment with applicable environmental requirements.

Project Outcome
The project provided PT Freeport Indonesia with a comprehensive environmental assessment and updated management and monitoring framework for the proposed FSRU regasification system modification. The Addendum ANDAL and RKL-RPL established the environmental basis for managing the transition to an open-loop system while supporting regulatory compliance and responsible operational management.
